Position Purpose
Reporting to the Senior Manager, Procurement, runs procurement projects for a wide range of products and services in the incumbent’s section. Advises and guides users throughout the procurement process and in all aspects of digital procurement and evaluation systems to ensure the integrity of the procurement process, obtain best value-for-money for the University, achieve savings, minimize risk for the organization, and ensure project success.
In this role, your responsibilities will include:
  • Coordinates procurement (calls for tender, regular and, at times, complex projects and transactional purchases) in compliance with laws, policies, directives and standards on procurement and ethical conduct. Guides faculties, services and suppliers through the University’s procurement processes.
  • Determines needs with clients, identifies potential suppliers, explains the selected procurement method (RFX) to the client, involves stakeholders, presents the action plan and follows the applicable procurement process.
  • Coordinates the evaluation process conducted by the evaluation committee, informs its members of their responsibilities, and ensures that they follow the evaluation criteria. Rigorously and fully documents the entire process to mitigate legal and reputational risks.
  • Authorizes and recommends the awarding of contracts based on approval thresholds.
  • Processes purchase requisitions, prepares purchase orders, obtains the necessary approvals based on approval thresholds and conducts the appropriate follow-up with suppliers and clients.
  • Ensures that suppliers are treated equitably throughout the procurement process. Notifies suppliers of the results and holds meetings with them when required.
  • Helps customers resolve any contractual issues with suppliers. In such situations, applies any corrective measures that have been decided by the manager. Ensures that supplier performance meets the terms of certain contracts.
What you will bring:
  • Postsecondary studies in a relevant field or an equivalent combination of experience and education.
  • Training in supply chain management provided by Supply Chain Canada or an equivalent organization.
  • Five years’ proven experience in procurement, including one year of experience in tendering.
  • Knowledge of various types of contracts used in the construction industry (CCDC, OAA, and ACEC).
  • Proven negotiation skills.
  • Excellent planning and organizational skills.
  • Ability to work with multidisciplinary teams.
  • Collaborative, team-oriented approach.
  • Knowledge of standards and laws governing internal trade in Ontario and their application to public institutions (Agreement on Internal Trade, BPS Procurement Directive, taxes, custom duties, etc.).
  • Good analytical and business skills.
  • Ability to work well under pressure while multi-tasking.
  • Knowledge of routine procurement and control system operations and procedures (including e-commerce).
  • Knowledge of financial systems, Microsoft 365 products and public tendering systems (such as MERX).
  • Fluency in both French and English.
